The ability to upload images using the editor uses a combination of Folder Permissions from the File Manager and Security Roles for the user. For a user to see the Image toolbar in the editor they need to be a member of a group with Read privileges on the Images folder. If their account needs to upload images they need to be a member of a role that has Write permissions on the Images folder.

Navigate to Admin > File Manager


Select the Images folder



Add the appropriate permissions for the roles



The users in these groups will now be able to insert images from the sites image library, and if the role they belong to has write permissions on the Images folder they will also be able to upload images.
